Gender-sensitive or gender-responsive policies?

In this reflection step, we would like to return to the topic of gender-sensitive and gender-responsive policies explained in Step 2.11.

Below, you will find an excerpt from Rwanda’s “National Employment Policy” document. The policies formulated a focus specifically on the inclusion of women in the labour market. In the section “Employment for women”, the following measures are named:


(i) To enhance women’s employability and promoting equal access to productive resources (such as land, finance and other resources) and women’s entrepreneurship development;


(ii) To encourage gender-friendly strategies and appropriate technology to reduce the unnecessary hard work of women’s domestic and economic activity and thus enhance their productivity and incomes. (Government of Rwanda, 2009)

Are these measures of the “National Employment Policy” formulated in a gender-sensitive or gender-responsive manner? Why? Make a note.
